After graduating from the Tsuji Cooking School in Osaka, Hikaru Rokugawa trained to be a French Restaurant Chef in various cities in Japan. When he was 22, he went to France and worked at several French restaurants, one of them being a three star restaurant where he worked for a year. While working in France he was invited to return to Japan and work as a chef at a restaurant in Yokohama so he came back to Japan. He then decided to open his own restaurant in 1999, the Elysee Hikaru in Kannai, Yokohama.

Hikaru’s cuisine doesn’t come from a specific area of France, but he uses French preparation techniques and an abundance of fresh local vegetables and produce from the Miura peninsula to prepare his unique and innovative dishes, which he considers to be “Yokohama style French cuisine.”
